The College of Arts and Communication (CAC) was established in December 2002 when the University of the Philippines Baguio became the 7th constituent university of the UP System. As UPB's degree-granting unit in the humanities and communication arts, the CAC is committed to quality instruction in these fields of study, and to the development of highly-skilled and well-rounded individuals with a fine sense of their professional and civic obligations.

The College is composed of two academic departments; the Department of Language, Literature and the Arts, which offers  degree programs in language and literature and fine arts; and the Department of Communication, which implements the B.A. Communication program. The Departments are headed by a Chairperson. The non-teaching activities of the College are supervised by the Research and Extension Program, with a Program Coordinator as head.
