The University of the Philippines Baguio (UPB), through its Cordillera Studies Center (CSC), will hold the BAGUIO CENTENNIAL CONFERENCE on 6-7 March 2009 in Baguio City, Philippines. Held in conjunction with the celebration of the Centennial of the City of Baguio, the 2009 conference will address the general theme of "Patterns of Change: From Colonial Hill Station to Modern Metropolis."

Established as a chartered city on 1 September 1909, the city of Baguio was developed primarily as a rest and recreation center for members of the American colonial bureaucracy in the Philippines. Like the colonial hill stations built in other parts of Asia during the age of Empire, Baguio served as a haven offering refuge from tropical heat while also serving as a reminder of the homeland to the Westerners who retreated to this highland resort. Baguio remained as vacation capital of the Philippines long after the end of the American Regime. Today, it is a metropolis bursting at the seams.

Calling attention to the unhappy state to which the colonial hill stations of Asia had fallen, Robert Reed wrote that without the intervention of tourists and political benefactors, "their future prospects for controlled growth, appropriate and sustainable development, and effective environmental management appeared bleak." The year of the centennial is the most appropriate time to cast another look at Baguio's past, to examine its present state, and to envision its future.

TOPICS AND OBJECTIVES

Though open to the discussion of diverse subject matter related to the history and development of Baguio, the conference shall put a special stress on the following topics:

  • The displacement of the native Ibaloi and its aftermath
  • Baguio as "Seat of Imperium"
  • Urban development after Burnham
  • Migration and Baguio as a multi-ethnic city
  • Ecology and environmental issues
  • The issue of urban blight
  • Governance and public policy issues
  • Economic transformations
  • Baguio as imagined in art, literature and popular culture
  • Tourism and the status of Baguio as summer capital
  • The indigenous in contemporary Baguio
  • Baguio and its future

In addressing these issues and concerns, the BAGUIO CENTENNIAL CONFERENCE seeks to (1) provide a venue for the telling of multiple narratives on the history of Baguio, (2) re-examine its colonial past and legacy, (3) address the issues confronting Baguio as an urban center, and (4) identify its prospects for development.

SUBMISSION OF PROPOSALS

There will be plenary and parallel sessions during the two days of the conference. Proposals for individual papers and organized panels are now being accepted.

INDIVIDUAL PAPER presenters must submit a proposal containing (a) an abstract of not more than 300 words; (b) a brief curriculum vitae, with emphasis on research and publications; and (c) contact details (institutional affiliation and mailing address, e-mail address, and telephone and fax numbers). Individual presentations should not exceed 25 minutes, excluding time for questions.

ORGANIZED PANELS should consist of no more than three (3) paper readers. Proponents must submit a panel abstract of not more than 200 words, in addition to separate proposals for each paper presentation (see requirements for individual paper proposals, above). Each panel is allotted two (2) hours, inclusive of open forum.

coop 29th NATIONAL CONFERENCE ON LOCAL AND NATIONAL HISTORY

The Philippine National Historical Society (PNHS) will hold the 29th NATIONAL CONFERENCE ON LOCAL AND NATIONAL HISTORY on October 23-25, 2008 at Banaue Hotel, Banaue, Ifugao, Philippines. The Conference theme is "Philippine Ethnohistories: The Luzon Cordillera and Beyond." The objective of the conference is to look at the research and writing on the Cordillera and Northern Luzon and identify gaps that can be addressed by future or further research, situating the region's history in the context of a Philippine national historiography.

Continuing a tradition in PNHS of encouraging systematic studies on local and national history, papers will be presented in related disciplines and other regions in the fields of history, culture, and traditions.

The registration fee for the Conference is P3,000. Participants will receive a conference kit containing a CD of the conference papers, the book of abstracts with the program, complimentary PNHS publications, and snacks and lunches for the two days of the conference proper (October 23-24). Breakfasts and dinners, except for sponsored dinners, will be at the expense of the participants.

(The registration fee will be discounted to P2,700 for lifetime members and those who will pre-register and pay the fee not later than September 15, 2008. On-site registration will also be discounted to P2,700 for those who would take up PNHS membership (P500-Annual; P1,500-Lifetime). Registration for actively employed Dep-Ed teachers with appropriate IDs will be discounted to P2,500. We urge you to pre-register so we can prepare your conference kits and assist you in arranging your accommodations. The Banaue Conference Secretariat will assist participants in making arrangements for accommodations.

PNHS will request for the CHED and DEP-ED Memos to allow participants to attend the conference on official time. Note that the conference proper will take place on October 23 and 24 from 8:00 a.m. to 5:00 p.m. on both days. So you should plan to arrive in Banaue on October 22. Pre-registration will be on October 22 between 4:00-6:00 p.m. On October 25, 2008, there will be an optional Lakbay-Aral of nearby cultural and historical sites in Banaue and Kiangan, Ifugao. There are other interesting places to visit like Hungduan, Mayoyao in Ifugao, and Sagada and Bontoc in the Mountain Province. Separate arrangements will have to be made for these itineraries.

TRAVEL ADVISORY

BANAUE, IFUGAO
One of the provinces that comprise the region officially known as the Cordillera Administrative Region (CAR), Ifugao is located in the most extensive system of mountain ranges in the Philippines which is home to an indigenous population composed of several distinct ethno-linguistic groups. Ifugao is famous for its extensive rice terraces carved on mountain sides-an unparalleled feat of engineering recognized by UNESCO as a World Heritage Site. The Ifugao oral narrative known as Hudhud, associated primarily with agricultural practices, was also declared by UNESCO in 2001 as one of the Masterpieces of the Oral and Intangible Heritage of Humanity.

Situated 1,000 meters above sea level, the municipality of Banaue is a fourth class municipality, with a population of 20,563 distributed in 3,952 households (NCSO, 2000). Its indigenous population, generally labeled Ifugao, is classified ethnolinguistically as Ayangan and Tuwali. Because it is a major tourist destination in the north, Banaue also has a large migrant population. Climate is cool especially from November to February. GETTING THERE
Banaue is 348 kilometers north of Metro Manila. Buses leave Manila for Banaue daily, from Monday to Sunday. There are also daily bus trips from Baguio to Banaue. The bus trip from Manila to Banaue takes 8-9 hours. From Baguio to Banaue, it is 7-8 hours.

For participants coming from Manila, Autobus with a station in Cubao, is the only bus company that has Manila-Banaue trips (about 8 hours). San Jose, Nueva Ecija and Solano, Nueva Vizcaya are major commerical hubs in the eastern section of Luzon. Participants may take any bus to these towns (from Manila, Victory and Saulog Buses ply the route). At San Jose/Solano, you can wait for jeeps/other public utility vehicles that will bring you to Banaue. ). From Baguio, KMS and Ohayami buses ply the Baguio-Banaue route. You may e-mail the members of the secretariat for travel advisory. Below are the bus schedules with the corresponding fare. It is advisable to contact the bus line for confirmation of schedule.

CONFERENCE VENUE & ACCOMMODATION
The conference sessions will be held in the Main Conference Hall of Banaue Hotel, located at the Banaue town proper. Conference meals will be served in the hotel's restaurant area. Meals for the two-day conference proper (2 morning snacks, 2 afternoon snacks, 2 lunches) will be prepared by Banaue Hotel.

OTHER INNS AND HOTELS IN BANAUE Delegates/participants are strongly advised to make arrangements for accommodation before the conference. Please contact the hotel or inn of your choice. What follows is not a comprehensive listing of inns and hotels in Banaue. Please check the Internet for other places where you can stay. An important consideration in deciding where to stay is proximity of the lodging place to the conference venue.

RESTAURANTS
The conference fee does not cover breakfast and dinner. Conference participants can make arrangements for meals (outside of the conference) with the hotels and inns where they are staying, or they can patronize local restaurants. The following restaurants are usually recommended to visitors:
