MISSION
"The Institute of Management aims to establish and maintain itself as a professional management education center of the highest level of excellence."
Though the vision-mission statement was formulated in a collegial process in September 12, 1999, the values and sentiments articulated are widely shared and still hold true. The Institute aims to be elevated to a School of Management as previously envisioned in the mapping of the University of the Philippines Baguio.
Towards this vision-mission, the Institute of Management aims to:
- Further develop and enrich a responsive, updated, relevant professional management curriculum program in a global context
- Attract and maintain a pool of qualified and professionally competent faculty complement
- Continually pursue a highly selective process of student admission
- Provide and continuously upgrade state-of-the-art learning facilities
- Provide an integrated management research, extension and consultancy center
HISTORY
Although in the history of academic institutions, the Institute of Management (formerly the Management Sciences Division) may be very youngg, but it has served Northern Luzon's needs for professional management education, producing more than 600 graduates since 1978. Prior to its elevation as a distinct academic division of U.P. College Baguio, it served as an extension of the graduate program for the Colleges of Public Administration and Education of U.P. Diliman.
Dubbed as U.P.'s "Summer School" in the 1960s, U.P. Baguio's management courses started as extension graduate program offering summer courses in education and public administration. In AY 1971-72, the Master of Arts and Teaching (MAT) was formally opened with four graduate courses and 23 graduate students. In offering graduate courses, U.P. College Baguio was regarded as a "service school" since the students graduated at the UP College of Education in Diliman, Quezon City.
In the 2 nd semester, AY 1973-74, a survey of the needs of the Northern Luzon in terms of graduate programs showed the need for programs in business administration, public administration and educational administration. The survey served as a springboard for developing a program to address these expressed needs. Academic Year 1976-77 saw the approval of the Master of Management (MM) program which was developed by the Management Education Council of the UP Diliman for all regional units of the University of the Philippines. The Colleges of Education, Public Administration and Business Administration of U.P. Diliman prepared curricular courses for the MM program which was adopted by the different UP regional units. U.P. College Baguio adopted the MM program under the deanship of Sophie Catbagan.
In AY 1976-77, Dean Catbagan appointed Prof. Benito C. Cardenas (then Math Professor at the Natural Sciences and Mathematics Division) as the Chair of the Graduate Program Committee. The Committee was tasked, among others, to prepare for the approval of the Master of Management Program and to recruit faculty members as well as coordinate the course offerings in San Fernando, La Union and Baguio City. The Master of Management Program had specializations in Public Management (PM), Business Management (BM) and Educational Management (EdM).
Two full-time professors were recruited for the Master of Public Administration in AY 1976-77. At that time, there was only one full-time faculty who was appointed to handle courses at the then newly opened extension program in San Fernando, La Union. Prof. Vicente Bañagale was the first full-time faculty member, later joined by Prof. Geraldine Maayo.
AY 1977-78 saw the restructuring of the UP College of Baguio into six degree-granting academic divisions, including the Management Sciences Division (MSD). Prof. Benito C. Cardenas was appointed as the first Coordinator for the Division. The succeeding years saw the conduct of program reviews and revisions in keeping with the objective of having a Master of Management Program that is relevant and responsive to the needs of Northern Luzon. The revisions included reducing the number of elective units from nine to six while retaining the required 36 units for the program; requiring the course "Theory and Practice of Public Administration" for the Public Management specialization; combining "Research Methods" and "Statistics Methods" into one 3-unit course; updating the description of the course "Ecology of Administration" to "Environment of Management".
The mid-to-late 1990s saw the opening of new programs as then UP President Emil Javier advocated for U.P. Baguio's response to regional needs. This led to the institution of Health Services Management (HSM) in 1995 and Industrial Relations (IR) in 1996, as additional specializations in the MM program. And in AY 1998-99, the Diploma in Urban and Regional Planning (DURP) was adopted as a new program.
The new millennium carried with it new challenges, with UP President Francisco Nemenzo advocating academic excellence and quality education. The MSD took the challenge of rethinking management education, leading to the revision of the Master of Management program.
From a program with several specializations, the Master of Management was revised into a generalist oriented management program. This is in keeping with the changing paradigms in management and the increasing need of organizations for more flexible and integrative managers. The Diploma in Urban and Regional Planning was also phased out in AY 2002-03.
The year 2002 saw the elevation of U.P. Baguio as the seventh constituent university of the University of the Philippines System under the leadership of Priscilla S. Macansantos as its first Chancellor. The Management Sciences Division was elevated into the Institute of Management and is now part of the newly created College of Social Sciences.
