The University of the Philippines Board of Regents on April 29 has approved the appointment of Dr. Raymundo D. Rovillos as chancellor of University of the Philippines Baguio.

Dr. Rovillos’ term of office was made effective April 14 and will cover a three-year period, or up to April 30, 2018.  This is his second term as chancellor of UP Baguio.  Near the end of his first stint, he was the lone nominee in a search process that began on February 10 and culminated on April 29 with the Board’s approval of his appointment.

During his first term of office, Dr. Rovillos sought to address various university concerns within the framework of UP Baguio’s mandate as an arts and sciences constituent unit of UP.  As lead institution in indigenous and ethnicity studies, the Cordillera Studies Center’s research direction was re-defined to focus on what was deemed as priority areas of inquiry.

These are in the areas of biodiversity and resource management, governance and public policy, material culture, climate change, local languages and literature as well as sustainability science.  With the public’s clamor for immediate response to climate change effects as another priority, the Knowledge and Training Resource Center for Climate Change Adaptation and Disaster Risk Reduction was institutionalized as well.

In the aspect of teaching, Dr. Rovillos urged the institutionalization of the Graduate Program Office to coordinate and enhance post-graduate studies in the university.  In the same April 29 meeting, the Board of Regents has likewise approved a new graduate school program at UP Baguio titled Master of Science in Conservation and Restoration Ecology (MS-CaRE).

In outlining his program for the next three years, Dr. Rovillos said additional academic programs are in the offing specifically graduate degree programs in Physics as well as doctorate programs in Mathematics and Indigenous Studies.  “This will reinforce and securely position UP Baguio’s niche in indigenous studies and sustainability science,” he said.

Steps are being taken as well to prepare the university for changes brought about by the K to 12 program as well as with the call for internationalization.  The general education curriculum is being reviewed to address significant effects brought about by the two additional years in basic education.  Curriculum reviews are likewise being undertaken to fit current programs into global requirements, yet at the same time ensure that these are responsive to the needs of the nation.

Aside from program development initiatives, Dr. Rovillos said UP Baguio’s “green” infrastructure projects are geared for completion.  These include the Cordillera Ethnographic Museum, the Science laboratories, the theatre at the College of Arts and Communication, the renovation of the Bulwagang Juan Luna as well as construction of the Balay International.

Dr. Rovillos is a professor of History and earned his doctorate in History degree from UP Diliman.  He was dean of the College of Social Sciences of UP Baguio from June 2006 to March 2012.  He was recognized by the Baguio City National High School as Outstanding Alumnus for Excellence in Tertiary Education Management in 2014.  He was also conferred an award by the World Education Congress in 2013 for Outstanding Contribution to Education. He is, at present, a member of the Board of the Baguio Heritage Foundation. (ROLAND RABANG)
