Mandate and Functions

Section 3 of the UP Charter of 2008 (Republic Act 9500) states that:

As the national university, a public and secular institution of higher learning, and a community of scholars dedicated to the search for truth and knowledge as well as the development of future leaders, the University of the Philippines shall perform its unique and distinctive leadership in higher education and development.

The University shall:

Lead in setting academic standards and initiating innovations in teaching, research, and faculty development in philosophy, the arts and humanities, the social sciences, engineering, natural sciences, mathematics, and technology; and maintain centers of excellence in these disciplines and professions.

Serve as a graduate university by providing advanced studies and specialization for scholars, scientists, writers, artists, and professionals especially those who serve on the faculty of state and private colleges and universities.

Serve as a research university in various fields of expertise and specialization by conducting basic and applied research, promoting research and development, and contributing to the dissemination and application of knowledge.

Lead as a public service university by providing various forms of community, public and volunteer service, as well as scholarly and technical assistance to the government, the private sector, and civil society while maintaining its standards of excellence.

Protect and promote the professional and economic rights and welfare of its academic and non-academic personnel.

Provide opportunities for training and learning in leadership, responsible citizenship, and the development of democratic values, institutions, and practice through academic and non-academic programs, including sports and enhancement of nationalism and national identity.

Serve as a regional and global university in cooperation with international and scientific unions, networks of universities, scholarly and professional associations in the Asia Pacific Region and around the world.

Provide democratic governance based on collegiality, representation, accountability, transparency, and active participation of its constituents; and promote the holding of fora for students, faculty, research, extension and professional staff (REPS), administrative staff, and alumni to discuss non-academic issues affecting the University.

EDUKARAVAN SA KAYAPA
 
Ugnayan ng Pahinungód Baguio composed of 3 staff and 5 student volunteers arrived at Talecabcab elementary school to conduct the EDUKaravan sa Kayapa. The team was warmly welcomed by Hon. Marsman D. Lamsis, Barangay Captain of Talecabcab, and Ma’am Romelyn Calantas, Teacher of Talecabcab elementary school.
Afterwards, the volunteers proceeded to conduct sessions on leadership training, stress management, and art workshops. Math and Science investigation lessons were also done later on. To keep the children engaged, kid’s play activities were inserted throughout the learning sessions.
The outputs of each learning area was presented at the end of the EDUKaravan reflecting the short but meaningful engagement between volunteers of Ugnayan ng Pahinungód and the students.
We would like to thank the municipality of Kayapa, and its Mayor Elizabeth Balasya, MD, the faculty and staff of Talecabcab elementary school, and barangay Talicabcab for accommodating the UP Baguio Pahinungód team.

EDUKARAVAN SA PARACELIS

Ugnayan ng Pahinungód Baguio composed of 5 staff, 1 faculty volunteer, and 12 student volunteers proceeded to Gawan Serapio National High School to conduct the EDUKaravan sa Paracelis.
The principal, ma’am Belinda Afiagan and guidance designate, ma’am Ronalyn Velasco, and ma’am Meriam Ilacad opened the event with their heartwarming welcoming remarks. This was followed by creative introductions from the volunteers met with a cheery response from the students and teachers.
Shortly after, the volunteers and students set off to their respective classrooms for each learning area. The enthusiastic volunteers and participative students engaged in days of learning in the following areas: Journalism, Math Investigation, Science Investigation, Stress Management, Leadership, Theatre Arts, Visual Arts, and Entrepreneurship.
The culminating program featured the outputs of the various classes reflected through creative presentations. In addition to the shared learnings that were showcased, the volunteers and students alike gained invaluable experiences.
We would like to thank Paracelis Mayor Marcos G. Ayangwa, Principal Belinda Afiagan, and the faculty and staff of GSNHS for accommodating the UP Baguio Pahinungód team.

VOLUNTEER DEVELOPMENT TRAINING
💙 DAY 2 💛 part 3
Far from the nerves and uncertainty that the volunteers felt during the start of the training, at the end of day 2, Teatro Amianan was filled with hope, excitement, and the desire to serve. These individuals have now been equipped with knowledge and skills for their future engagements with Ugnayan ng Pahinungód Baguio and of course, with the communities of Northern Luzon.
Our utmost gratitude for the volunteers who spent their weekend with us to achieve the mission and vision of Pahinungód.
We also extend our sincerest thanks to the resource speakers who devoted their time and effort to prepare the next batch of selfless and service-driven students.
