Disposal Committee
In accordance with Joint Circular No. 2024-1, dated January 30, 2024, which outlines the Revised Manual on the Disposal of Government Properties, the University of the Philippines Baguio has established its Disposal Committee. This committee plays a pivotal role in ensuring the efficient and transparent disposal of unserviceable government properties and equipment, thereby contributing to the university’s commitment to good governance and resource optimization.
Responsibilities of the Disposal Committee
The Disposal Committee is entrusted with several critical responsibilities:
- Assessment and Valuation: The committee conducts thorough assessments and valuations of government properties that are no longer serviceable or needed, determining their current state and potential disposal value.
- Disposal Methodology: It decides on the most appropriate disposal methods, which may include public auction, sale, transfer, donation, or destruction, in compliance with existing laws and regulations.
- Documentation and Reporting: Ensuring all disposal activities are meticulously documented, the committee prepares comprehensive reports to maintain transparency and accountability.
- Compliance and Regulation: The committee ensures that all disposal processes adhere strictly to the guidelines set forth in the Revised Manual on the Disposal of Government Properties, mitigating risks associated with the disposal process.
Composition of the Disposal Committee
The Disposal Committee is composed of dedicated members appointed to oversee the disposal process effectively:
Chairperson – An appointed senior official from the university who provides leadership and oversight.
Vice-Chairperson – A representative from the administrative sector who assists the chairperson and takes charge in their absence.
Members – Various members from different departments, including finance, procurement, and legal services, ensuring a multidisciplinary approach to the disposal process.
Technical Experts – Specialists who provide technical insights on the condition and valuation of the properties to be disposed of.
Secretariat – Provides comprehensive technical and administrative support, organizes meetings and conferences, prepares agendas, minutes, and resolutions, maintains custody of documents, drafts communications, manages auction documents, advertises disposal opportunities, assists in the disposal process, monitors activities for reporting, and serves as the primary communication channel for stakeholders.
Through the diligent work of the Disposal Committee, the University of the Philippines Baguio continues to uphold its standards of efficiency, transparency, and accountability in the management and disposal of government properties. This ensures that all actions are in line with the university’s mission of sustainable and responsible governance.
