NATIONAL SERVICE TRAINING PROGRAM

The University of the Philippines Baguio (UPB) began implementing the National Service Training Program (NSTP) in the Academic Year (AY) 2003-2004, as mandated by the Republic Act 9163 otherwise known as the “National Service Training Program (NSTP) Act of 2001”. The NSTP aims to develop civic consciousness and defense preparedness in tertiary-level students through its three (3) components: Civic Welfare Training Service (CWTS), Literacy Training Service (LTS), and Reserved Officers’ Training Corps (ROTC). UPB gradually introduced these components, starting with the LTS in the Academic Year (AY) 2003-2004, followed by the CWTS in the AY 2010-2011, and ROTC in the AY 2013-2014.

The NSTP components are as follows:

  • Civic Welfare Training Service (CWTS) focuses on community well-being and facility enhancements through different programs and activities.
  • Literacy Training Service (LTS) prepares students to teach literacy and numeracy to school children, out-of-school youth, and others in need.
  • Reserved Officers’ Training Corps (ROTC) provides military training to tertiary-level students to prepare them for national defense

The NSTP Office aims to implement the NSTP Law in accordance with the mandate of the University of the Philippines as a Service University, and as a constituent unit of UP in Northern Luzon. In the process, the program aims to provide an education that:

  • Develop an appreciation for the ability to become agents of change;
  • Develop the knowledge, skills, and attitudes about the Cordillera as a (a) major
    watershed cradle for Northern Luzon; (b) home to diverse Indigenous Communities; and (c) a national resource base facing various threats and challenges;
  • Serve as a vehicle to respond to community-defined problems that match UP Baguio’s expertise towards long-term impact in communities that UP Baguio serves; and
  • Complement the existing advocacies of UP Baguio

HIGHLIGHT OF ACTIVITIES

The NSTP Office continues to implement various programs and activities throughout 2024 and 2025. These initiatives foster civic engagement, promote community welfare, and enhance students’ leadership and teamwork skills.

1st Semester, AY 2024-2025

NSTP 1 Orientation and Enrollment

On 19 August, the NSTP Office held an orientation to welcome new students and provide an overview of the NSTP. The orientation covered the NSTP components and student learning outcomes.

In the 1st Semester of AY 2024-2025, 476 students were enrolled in NSTP 1. Of these, 289 students were in the CWTS, and 187 were in the LTS component. Fifteen facilitators were assigned to different components and classes. 

Emergency Response and Survival Training

The NSTP Office organized an Emergency Response and Survival Training on 14 October as part of the Disaster Risk Reduction and Management Awareness Module in NSTP 1. Experts from the City Disaster Risk Reduction Management Office – Baguio City led the training, which covered Basic Life Support (CPR), Bandaging, Patient Casualty Handling and Use of Stretchers, and Basic Knot Tying. The training taught students important life skills and knowledge and prepared them better for emergencies.

Environmental Awareness and Protection Lecture

Lectures focusing on the importance of the Central Cordillera as a biodiversity hotspot and the importance of practical actions like planting native trees were held on 21 October. Mr. Mark P. Villarubia and Assoc. Prof. Liezel M. Magtoto shared valuable knowledge about Philippine native species and their crucial role in our ecosystem. The lectures aimed to inspire the students to become better environmental stewards. This learning activity was organized by the NSTP Facilitators with assistance from the NSTP Office.

2nd Semester, AY 2024-2025

NSTP 2 General Orientation

The NSTP Office conducted a general orientation on 20 January, via Zoom. NSTP 2 students were invited to attend. Overall, the orientation provided new NSTP 2 students with essential information about the program which also helped clarify student expectations.

NSTP Memorandum of Agreement Signing

The UP Baguio NSTP signed the Memorandum of Agreement (MOA) together with 18 institutions/communities outlining the purpose and goal between the parties regarding NSTP Activities. NSTP MOA clearly stated the scope, limitations, duties, obligations, rules, timelines, and conditions governing the partnership. The MOA also monitors and evaluates compliance with the agreement.

NSTP Internship/Deployment

The NSTP 2 students began their deployment last February 2025. Their assignment to different institutions and communities will provide them with hands-on experience on service-oriented engagement and leadership.

Civic Welfare Training Service (CWTS)

  • Creating a community/vegetable garden for locals
  • Improving/rehabilitating libraries, barangay health centers, and children’s playground 
  • Cleaning and beautification of barangays through gardening, landscaping, tree planting, de-weeding, street sweeping, canal cleaning of canals, repainting of public infrastructures, etc.
  • Making of road signages, street signs, and signages for proper waste segregation
  • Conducting information/education campaigns
  • Conducting Voters’ Education sessions
