The OVCAA is responsible in the implementation of academic policies for faculty, REPS, and students, and in the coordination and monitoring of curricular, instructional, extension, library and other academic programs of the University.

Service and Programs
The Vice Chancellor for Academic Affairs has the following duties and responsibilities:
- Oversees the implementation of academic programs and policies;
- Implements policies and guidelines for research and coordinates the various research activities of the University;
- Coordinates international and local academic linkages and student exchange;
- Oversees and monitors external and internal academic assessment and quality assurance activities;
- Monitors growth and development of faculty and REPS;
- Prepares reports on academic matters requested by the University;
- Chairs the following University Committees:
a. Academic Personnel and Fellowship Committee
b. Committee on Instruction
c. Curriculum Committee
d. General Education (GE) Council
e. Quality Assurance (QA) Committee
f. Commencement Rites Committee
g. Academic Program Improvement (API) Committee
h. Screening Committee for the Selection of Professor Emeritus - Oversees the plans, programs and activities of the following offices:
- University Library
- Cordillera Studies Center
- Learning Resource Center
- Ugnayan ng Pahinungod
- National Service Training Program
- Kasarian Gender Studies Program
- Office of Anti-Sexual Harassment
- Graduate Program Office
- Program for Indigenous Cultures
- Committee for the Culture and the Arts
History
In its 1166th meeting on December 2, 2002, the UP Board of Regents approved the reorganization of the University of the Philippines College Baguio into the 7th Constituent University of the UP System, named UP Baguio. The day marked the official creation of the Office of the Chancellor (OC), Office of the Vice Chancellor for Academic Affairs (OVCAA), and the Office of the Vice Chancellor for Administration (OVCA) to lead the organizational structure of UP Baguio.
The current Vice Chancellor for Academic Affairs is History Professor Leah E. Abayao who was appointed to the position on August 1, 2025.
In its twenty-three years of autonomy, the UP Baguio OVCAA has seen five (6) administrators serving as Vice Chancellor for Academic Affairs.
